An act to amend Section 80 of the Military and Veterans Code, relating to veterans.

Department of Veterans Affairs: administration.
Existing law establishes the Department of Veterans Affairs, which is responsible for administering various programs and services for the benefit of veterans. Under existing law, the Secretary of Veterans Affairs, as the head of the department, is authorized to employ any expert, technical, legal, clerical, and other employees as may be necessary to carry out his or her powers and duties, as provided.
This bill would make technical, nonsubstantive changes and correct an obsolete reference.

The people of the State of California do enact as follows:
SECTION 1.
Section 80 of the Military and Veterans Code is amended to read:80.
(b) Except as otherwise provided in Section 71 of this chapter, 71, the director
secretary shall be the sole appointing authority for the department for all positions. Whenever possible
(c) Whenever possible, the department shall give preference shall be given to veterans for employment in
