Relative to freedom of speech.


LEGISLATIVE COUNSEL'S DIGEST


HR 44, as amended, Choi.

WHEREAS, The state’s elementary, secondary, and postsecondary education systems, especially the postsecondary education system, is the epicenter are the epicenters of ideas and growth for social interaction and societal strength; and

WHEREAS, The Legislature and the people of California reject oppressive speech codes, censorship, political correctness, and every other attempt to stop people from challenging ideas; and

WHEREAS, The greatest protection we have from oppression and tyranny comes from the ability to openly critique each other and the ideas put forward by one another; and
WHEREAS, While we enjoy freedom of speech, we, in no way, promote insensitive or hateful inspiring hate-inspiring speech, but acknowledge that all forms of speech must be protected to ensure future freedoms, and interpretations of those freedoms, for generations to come; and
WHEREAS, The state has a responsibility to protect the freedom of speech to cultivate broad ideas and civic preparedness for all California students; now, therefore, be it
Resolved by the Assembly of the State of California, That the Legislature promotes freedom of speech throughout the state’s education systems, and commemorates the importance, and foundation that our nation celebrates uniquely in the world, of protecting freedom of speech and unique and fundamental importance of protecting and celebrating freedom of speech, the First Amendment to the United States and California Constitutions; Constitution, and Section 2 of Article I of the California Constitution; and be it further
Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the author for appropriate distribution.
