WHEREAS, The University of California has expressed a commitment to diversity and to supporting all members of its community; and
WHEREAS, On January 29, 2017, University of California President Janet Napolitano and the Chancellors of the University of California issued a statement expressing both deep concern over federal executive orders relating to immigration, immigration and the need to support students, faculty, and staff from all backgrounds and nationalities; and
WHEREAS, It is the intent of the Legislature that the University of California does not act as federal immigration agents, turn over confidential records without court orders, or supply information for any national registry based on race, national origin, or religion; and
WHEREAS, Chapter 814 of the Statutes of 2001 allows long-term California residents and local California high school graduates, regardless of their citizenship status, to pay in-state tuition; and
WHEREAS, California is home to over 2.6 million undocumented immigrants; and
WHEREAS, Students at University of California campuses across the state are undocumented or have temporary visas issued by the federal government providing them with the ability to work legally; and
WHEREAS, On January 27, 2017, President Donald J. Trump’s executive order, titled “Protecting the Nation from Foreign Terrorist Entry into the United States,” banned people traveling to the United States from Libya, Sudan, Iraq, Syria, Iran, Yemen, and Somalia; and
WHEREAS, On March 6, 2017, President Donald J. Trump reintroduced the executive order, which banned people from traveling to the United States from Libya, Sudan, Iran, Syria, Yemen, and Somalia; and
WHEREAS, Both executive orders relating to the travel ban were suspended by the federal courts; and
WHEREAS, President Donald J. Trump’s attempts at banning entry of people into the United States create devastating fears and challenges for international students and residents originating from the above-mentioned countries; and
WHEREAS, The University of California is the largest employer in the State of California, which makes it imperative that undocumented University of California students, faculty, and staff are protected; and
WHEREAS, California faces a workforce skills gap and needs to increase the number of adults with a baccalaureate degree by an additional 1.1 million to meet workplace demands by 2030 and for the importance of California’s economy; now, therefore, be it
Resolved by the Assembly of the State of California, That the University of California maintain in-state tuition, and nonemployment payments through scholarships, fellowships, and grants to benefit undocumented students aspiring to achieve their higher education goals; and be it further
Resolved, That the University of California maintain funding for undocumented student support resources, and financially support all undocumented students in good academic standing across its 10 campuses, throughout President Donald J. Trump’s presidency; and be it further
Resolved, That the University of California protect and support all of its students, faculty, and staff, and consider supportive housing options for those who are at risk of being negatively impacted by executive orders issued by President Donald J. Trump relating to immigration; and be it further
Resolved, That the Assembly urges the University of California to take concrete steps to protect and support its undocumented and immigrant students, faculty, and staff, and stand up to President Donald J. Trump’s fearmongering; immigrant travel ban; and be it further
Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the President of the University of California, the Chancellors for all University of California campuses, and the Regents of the University of California, and to the author for appropriate distribution.
