Relative to tire affordability.

LEGISLATIVE COUNSEL'S DIGEST

HR 141, as introduced, Ta.

WHEREAS, On August 17, 2026, the State Energy Resources Conservation and Development Commission (Energy Commission) adopted regulations establishing the Replacement Tire Efficiency Program, which establishes energy efficiency standards for replacement tires sold in California; and

WHEREAS, Concerns have been raised that the environmental benefits projected by the Replacement Tire Efficiency Program do not fully account for the environmental impacts associated with manufacturing additional replacement tires, transporting those tires, disposing of tires rendered ineligible for sale under the new standards, and disposing of tires that may require more frequent replacement due to reduced tread life; and

WHEREAS, While the Energy Commission estimates a $26 increase per set of tires, industry data puts the increase markedly higher at $365 per set of tires; and

WHEREAS, Utilizing the Energy Commission’s own dataset, this program will cost consumers an additional $186.20, rather than the Energy Commission’s assertion that the program will save consumers $179 in fuel costs over the lifetime of the new tires; and

WHEREAS, The Legislature recognizes the importance of balancing affordability and sound environmental policy in a way that regulations do not impose disproportionate financial or environmental burdens on Californian families, consumers, and businesses; now, therefore, be it

Resolved by the Assembly of the State of California, That the California State Assembly expresses its concern regarding the potential negative impacts of the Replacement Tire Efficiency Program on the environment and the affordability of replacement tires for Californian families and businesses, including the potential for increased tire costs, reduced consumer choice, and more frequent tire replacements; and be it further

Resolved, That the California State Assembly urges the Energy Commission to revisit and reassess the Replacement Tire Efficiency Program, including its tire efficiency standards, through a comprehensive evaluation of affordability, tire safety, including, but not limited to, the safety implications of less frequent tire replacement due to higher costs resulting in driving tires with low tread and the safety of driving high-efficiency tires in wet conditions, and the full environmental life-cycle impacts of the standards, including the manufacturing, transportation, replacement, and disposal of tires; and be it further

Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the Chairperson and members of the Energy Commission, the Governor, the Secretary of the Natural Resources Agency, and the author for appropriate distribution.
