	LEGISLATIVE COUNSEL'S DIGEST


   ACR 75, Bonilla. California Council on Science and Technology.
   This measure would honor the California Council on Science and
Technology for 25 years of service and unbiased advice to the State
of California.




   WHEREAS, The California Council on Science and Technology (CCST)
will celebrate its 25th anniversary during the year 2013, and in
recognition thereof, it is deserving of special public commendations;
and
   WHEREAS, The CCST, as envisioned by the California State
Legislature in 1988 by Assembly Concurrent Resolution No. 162, was
created to ensure the state's competitiveness in science and
technology; and
   WHEREAS, The CCST was directed to bring together experts from
academia, industry, and other research institutions in California to
provide impartial analyses on science and technological issues
affecting the State of California; and
   WHEREAS, These scientists and engineers have responded to requests
for analyses on significant and challenging science and technology
related issues in California, ranging from education to climate
change and exploring California's energy future; and
   WHEREAS, The CCST has worked effectively with the Legislature, the
Governor's office, and many state agencies to accomplish these ends;
and
   WHEREAS, The CCST has expanded its scope to include a formal
partnership with six major federal laboratories in California and
established a California teachers advisory council; and
   WHEREAS, The California Science and Technology Policy Fellowships,
offered by the CCST, place professional scientists and engineers in
the California State Legislature for one-year appointments. These
professional development opportunities enable fellows to work hands
on with policymakers to develop solutions to complex scientific and
technical issues facing California through their interaction with the
legislative process; and
   WHEREAS, The CCST's accomplishments as a voice for California's
science and technology community have led to collaborations with the
national academies; and
   WHEREAS, The maintenance of California's scientific and
technological infrastructure is vital to the continued growth of this
state's economy; and
   WHEREAS, The CCST has proven an effective and dedicated
organization to the study, preservation, and enhancement of this
infrastructure; and
   WHEREAS, The CCST has successfully represented California's
science and technology professions at the highest level providing
independent and objective analyses to the state as requested or
identified as important to the state by its own analysis; now,
therefore, be it

   Resolved by the Assembly of the State of California, the Senate
thereof concurring, That the Legislature honors the California
Council on Science and Technology for 25 years of service and
unbiased advice to the State of California; and be it further,
   Resolved, That the Chief Clerk of the Assembly transmit copies of
this resolution to the chairperson of the CCST and to the author for
appropriate distribution.
