Smith Memorial Highway. LEGISLATIVE COUNSEL'S DIGEST ACR 75, Nielsen. CHP Officer Charles T. Smith Memorial Highway. This measure would designate a specified portion of State Highway Route 5 in the County of Glenn as the CHP Officer Charles T. Smith Memorial Highway. This measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering those costs, to erect those signs. WHEREAS, Officer Charles Taylor Smith was born April 9, 1928, in Denison, Texas, and had four siblings, Tom, William, Virginia, and Vickie; and WHEREAS, Officer Smith graduated from Armijo High School in Fairfield, California, and joined the United States Marine Corps shortly thereafter; and WHEREAS, After two years in the United States Marine Corps, and after achieving the rank of officer, Charles Smith married his best friend, Juanita (Jae), on November 15, 1948, and had two wonderful children, Terry, born September 6, 1949, and Toni, born July 29, 1956; and WHEREAS, Officer Smith graduated from the California Highway Patrol Academy in 1952, and, upon graduation, was assigned to the El Centro Area; and WHEREAS, Officer Smith, badge number 1359, was killed in the line of duty on September 9, 1956, during what appeared to be a routine traffic stop for a speeding violation; and WHEREAS, Both occupants of the vehicle were absent without leave from the United States Marine Corps and were on a crime spree; and WHEREAS, While he was frisking the driver of the vehicle, the passenger shot Officer Smith three times in the back; and WHEREAS, Despite being fatally wounded, Officer Smith returned fire and fatally shot both suspects; and WHEREAS, Officer Smith was a hard-working, dedicated officer who loved his job, enjoyed the people he worked with, and, in his spare time, loved to fish and hunt; and WHEREAS, Officer Smith was a proud husband and father and dedicated his time to protecting those he loved; and WHEREAS, Officer Smith is survived by his wife, daughter, siblings, and two grandchildren, Michelle, born February 22, 1974, and Nicole, born March 30, 1978; and WHEREAS, In recognition of Officer Smith's great contributions and sacrifice in service of the California Highway Patrol and the citizens of California, it would be a fitting tribute to designate a portion of State Highway Route 5 in the County of Glenn as the CHP Officer Charles T. Smith Memorial Highway; now, therefore, be it Resolved by the Assembly of the State of California, the Senate thereof concurring, That the Legislature hereby designates the portion of State Highway Route 5 between County Road 25 and State Highway Route 32, in the County of Glenn, as the CHP Officer Charles T. Smith Memorial Highway; and be it further Resolved, That the Department of Transportation is requested to determine the cost of appropriate signs consistent with the signing requirements for the state highway system showing this special designation and, upon receiving donations from nonstate sources sufficient to cover the cost, to erect those signs; and be it further Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the Department of Transportation and to the author for appropriate distribution.
