Deputy Sheriff Jack Hopkins Memorial Highway.
This measure would designate a specified portion of State Highway Route 395 in the County of Modoc as the Deputy Sheriff Jack Hopkins Memorial Highway. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

WHEREAS, Deputy Sheriff Jack Hopkins was born in Livermore, California, on August 16, 1985, and was named after his grandfather, Jack L. Hopkins, who was the first mayor of Rolling Hills Estates, California; and
WHEREAS, Jack Hopkins was raised on a cattle ranch in the rural Shasta Valley and baptized in the Shasta River; and
WHEREAS, Jack Hopkins was a well-mannered child who did not need or want for much, who became a humble young man, and who would always help a stranger in need and was known for putting others before himself; and
WHEREAS, Jack Hopkins attended Grenada and Big Springs Elementary schools and graduated from Yreka High School in 2004; and
WHEREAS, Jack Hopkins, who learned a great deal of discipline and respect from Mitch Klier, of Klier’s Martial Arts, earned a black belt in karate and won a world championship karate title in 2001; and
WHEREAS, Jack Hopkins went on to pursue multiple associate of arts degrees at Butte College, then returned to Butte College to attend the police academy with his older brother, Officer Sam Hopkins, and graduated in 2013; and
WHEREAS, Jack Hopkins was known for being the type of person whose handshake was his “word,” a happy, good-natured guy with a great personality, and a big smile who laughed often; and
WHEREAS, Jack Hopkins was known for his uncanny wit, loyalty, big heart, and unmistakable sense of humor; and
WHEREAS, Jack Hopkins was an amazing friend to so many people who could count on him to talk, give advice, or just be there to help pick up the pieces; and
WHEREAS, Jack Hopkins was always passionate about helping people, which is one of the reasons Jack loved being in law enforcement; and
WHEREAS, Aside from loving his job, Jack Hopkins also loved music, dancing, fishing, the great outdoors, playing poker, Japanese cultural studies, and nature hikes with his dog, Bandit; and
WHEREAS, Jack Hopkins began his law enforcement career with the Alturas Police Department and transferred to the Modoc County Sheriff’s Office; and
WHEREAS, Jack Hopkins was killed in the line of duty on October 19, 2016; and
WHEREAS, Jack Hopkins is survived by his father Lance Jackson Hopkins, his mother Carroll Roebuck Hopkins, and his grandmother Twila Evey Hopkins; his brother Officer Samuel Hopkins, Samuel’s wife, Janet, and their children Hunter, Hailey, and Hudson; his sister Christina Mokrane, her husband Adel, and their two children; his sister Amanda Hopkins Taylor and her husband Josh Taylor; his brothers David Cooksey; his brother Josh Hopkins, Josh’s his wife Faina, and their child Oliver; his sister Rebekah Hopkins; and a large extended family, as well as Bandit, the dog he rescued and loved; now, therefore, be it
Resolved by the Assembly of the State of California, the Senate thereof concurring, That the Legislature hereby designates the portion of State Highway Route 395 from the South Fork Pit River Bridge (post mile 16.523) to a portion of the Modoc National Wildlife Refuge (post mile 20.000) in the County of Modoc as the Deputy Sheriff Jack Hopkins Memorial Highway; and be it further
Resolved, That the Department of Transportation is requested to determine the cost of appropriate signs consistent with the signing requirements for the state highway system showing this special designation and, upon receiving donations from nonstate sources sufficient to cover that cost, to erect those signs; and be it further
Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the Director of Transportation and to the author for appropriate distribution.
