   An act  to add Section 71097 to the Education Code, 
relating to  public elementary and secondary education.

   AB 977, as amended, Salas.  Public elementary and
secondary education.  Community colleges: career
technical education programs.  
   Existing law establishes the California Community Colleges under
the administration of the Board of Governors of the California
Community Colleges, who, among other things, appoint the Chancellor
of the California Community Colleges as the chief executive officer
of the board.  
   This bill would require the Chancellor of the California Community
Colleges to convene a group of experts in career technical
education, business, or industry. The bill would require the
chancellor to ensure that the group of experts includes individuals
who are community college faculty members or administrators, and
representatives of private sector business or industry. The bill
would require the group of experts to research and recommend ways to
address the technical, policy, and fiscal issues related to
implementing differential funding for credit-bearing high-cost,
high-demand courses and programs, including career technical
education offered at California Community College campuses, that
regions deem valuable to their economies. The bill would require the
group of experts to report its findings to the Legislature, on or
before January 1, 2016.  
   Existing law establishes a system of public elementary and
secondary education in this state. Under this system, local
educational agencies are authorized to operate public schools and
provide instruction to pupils in kindergarten and grades 1 to 12,
inclusive.  
   This bill would express the intent of the Legislature to enact
legislation relating to public elementary and secondary education in
this state.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

   SECTION 1.    Section 71097 is added to the 
 Education Code   , to read:  
   71097.  (a) The Chancellor of the California Community Colleges
shall convene a group of experts in career technical education,
business, or industry. The chancellor shall ensure that the group of
experts includes individuals who are community college faculty
members or administrators, and representatives of private sector
business or industry.
   (b) (1) The group of experts shall research and recommend ways to
address the technical, policy, and fiscal issues related to
implementing differential funding for credit-bearing high-cost,
high-demand courses and programs, including career technical
education offered at California Community College campuses, that
regions deem valuable to their economies.
   (2) The group of experts shall report its findings to the
Legislature on or before January 1, 2016.
   (c) (1) The requirement for submitting a report imposed under
paragraph (2) of subdivision (b) is inoperative on January 1, 2020,
pursuant to Section 10231.5 of the Government Code.
   (2) A report to be submitted pursuant to paragraph (2) of
subdivision (b) shall be submitted in compliance with Section 9795 of
the Government Code.  
  SECTION 1.    It is the intent of the Legislature
to enact legislation relating to public elementary and secondary
education in this state.
