An act to add Part 4.6 (commencing with Section 71362) to Division 34 of the Public Resources Code, relating to environmental protection.

Environmental protection: California Coastal Resilience and Adaptation Leadership and Coordination Act of 2019.
Existing law establishes the Integrated Climate Adaptation and Resiliency Program, administered by the Office of Planning and Research, to coordinate regional and local efforts with state climate adaptation strategies to adapt to the impacts of climate change, as specified.
This bill would establish the California Coastal Resilience and Adaptation Leadership and Coordination Act of 2019, which would require the Secretary of the Natural Resources Agency, in coordination with the Governor’s office,
collaboration with the Director of State Planning and Research and other state entities, to communicate with other countries, states, regional collaboratives, and subnational governments to support and promote the state’s goals and policies relating to ocean, coastal, and terrestrial adaptation, near-shore terrestrial adaptation and resilience, and would require the secretary to take all action necessary when collaborating with other countries, states, regional collaboratives, and subnational governments related to accomplishing those goals and policies, as prescribed. The bill would also require the secretary, in collaboration with the director, to use quantified risk assessments of the impacts of
climate change to establish priorities in carrying out the tasks under the act. The bill would authorize the secretary to appoint a designee to carry out these tasks. The bill would also authorize the secretary, where appropriate, to direct the Ocean Protection Council, or any other board, department, or office within the agency, to support the implementation of specified actions under
the act. The bill would require the secretary to prepare and submit to the appropriate legislative committees post an annual report on the agency’s internet website

The people of the State of California do enact as follows:
SECTION 1.
Part 4.6 (commencing with Section 71362) is added to Division 34 of the Public Resources Code, to read:PART 4.6. California Coastal Resilience and Adaptation Leadership and Coordination Act of 2019
71362.
(a) (1) The Secretary of the Natural Resources Agency, in(2) The secretary, in collaboration with the Director of State Planning and Research, shall use quantified risk assessments of the impacts of climate change to establish priorities in carrying out the tasks required by this section.
(3) The secretary may appoint a designee to carry out the tasks required by this section.
(b) The secretary shall take all action necessary when collaborating with other countries, states, regional collaboratives, and subnational governments to do all of the
following:
(1) Communicate, coordinate, and share information on best management practices relating to adaptation
and resilience policy, planning, projects, and funding.
(2)Collaborate with respect to efforts to protect coastal and marine habitat, including sustainable fisheries, ocean acidification, coral reef conversion, ocean monitoring, offshore drilling, and the impacts of manmade pollution.
(2) Cooperate in and support efforts that enhance the resilience of coastal and marine habitat in support of the vulnerabilities identified in the state’s climate adaptation strategy pursuant to subdivision (a) of Section 71153, including, but not limited to, the
development of sustainable fisheries, the prevention of ocean acidification and destruction of coral reefs, the mitigation of damage from offshore drilling, and appropriate monitoring of ocean conditions.
(3) Encourage the protection of our oceans, natural resources, and communities from the impacts of climate change.
(4) Promote research and compile information on vulnerable communities and industries disproportionately impacted by climate change.
(5) Promote adaptation and resilience
policies that support sustainable, resilient, and thriving places to live, work, and start and grow businesses in the state.
(6) Develop ways to leverage the state’s shared geography, infrastructure, academic institutions, research, planning, and governing structures to facilitate cooperation with other jurisdictions.
(7) Align actions to maximize outcomes in achieving the state’s goals goals, and that reflect the best available science, relating to ocean, coastal, and terrestrial adaptation.

(c)The secretary, where appropriate, may direct the Ocean Protection Council, or any other board, department, or office within the agency, to support the implementation of subdivision (a).
The Secretary of the Natural Resources Agency shall prepare and submit to the appropriate legislative committees an annual report on the progress made during the preceding year with regard to actions required under Section 71362.
71363.
(a) The Secretary of the Natural Resources Agency, where appropriate, may direct the Ocean Protection Council, or any other board, department, or office within the agency, to support the actions required pursuant to Section 71362.(b) The secretary shall post on the agency’s internet website an annual report on the progress made, during the preceding year, with regard to actions required pursuant to Section 71362. The secretary shall annually notify the Senate Committee on Budget and Fiscal Review, the Senate Committee on Natural Resources and Water, the Senate Committee on Environmental Quality, the Assembly Committee on Budget, and the Assembly Committee on Natural Resources of the availability of the report upon it being posted to the
agency’s internet website.
