   An act to amend Section 18921 of the Health and Safety Code,
relating to the California Building Standards Commission.


	LEGISLATIVE COUNSEL'S DIGEST


   AB 930, Gordon. The California Building Standards Commission.
   Existing law establishes the California Building Standards
Commission and sets forth the qualifications for members appointed to
the commission.
   This bill would require that at least one member of the commission
be a person who is experienced and knowledgeable in sustainable
building, design, construction, and operation.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 18921 of the Health and Safety Code is amended
to read:
   18921.  (a) The appointed members of the commission shall be
selected from, and represent the public, design professions, the
building and construction industry, local government building
officials, fire and safety officials, and labor in accordance with
the following:
   (b) Four members shall be appointed from among the professions and
industries concerned with building construction as follows:
   (1) An architect.
   (2) A mechanical or electrical engineer or fire protection
engineer.
   (3) A structural engineer.
   (4) A licensed contractor.
   (c) Three members shall be appointed from among the general public
at least one of whom shall be a person with physical disabilities.
   (d) One member shall be appointed from organized labor in the
building trades.
   (e) One member shall be appointed who is a local building
official.
   (f) One member shall be appointed who is a local fire official.
   (g) At least one member of the commission shall be experienced and
knowledgeable in barrier free architecture and aware of, and
sensitive to, the requirements necessary to ensure public buildings
are accessible to, and usable by, persons with physical disabilities.

   (h) At least one member of the commission shall be experienced and
knowledgeable in building energy efficiency standards.
   (i) At least one member of the commission shall be experienced and
knowledgeable in sustainable building, design, construction, and
operation.
   (j) As used in this section, "persons with physical disabilities"
means persons who have permanent mobility impairments which affect
ambulation due to cerebral palsy, poliomyelitis, spinal cord injury,
amputation, and other conditions or diseases which reduce mobility or
require the use of crutches, canes, or wheelchairs.
