The people of the State of California do enact as follows:
The Legislature finds and declares all of the following:
(a)The California Constitution states that “maximizing the educational opportunities and protecting the health and safety” of students in California is a responsibility of the State of California.
(b)There are close to 1,000,000 students who are victims of violence in our nation, annually.
(c)Terror groups are globally targeting Christians and Jews because of their faith. Many Islamic schools and Muslims are now being threatened because of the actions of terror groups abroad.
(d)This
state of affairs threatens religious institutions and schools, and puts them at an increased risk due to the effect of ongoing conflicts in the world.
(e)Every student has the right to learn in a safe, secure environment, free from violence or fear of harm.
(f)The presence of trained security personnel on school property provides an added measure of security for students and is a deterrent to those looking to cause harm to students.
