LEGISLATIVE COUNSEL'S DIGEST
Existing law establishes the State Department of State Hospitals within the California Health and Human Services Agency and sets forth its powers and duties relating to the administration of the state hospitals, including, but not limited to, the execution of laws relating to care and treatment of persons with mental health disorders under the custody of the department.
Existing law also establishes the Department of Health Care Access and Information, and requires that department to, in coordination with the California Behavioral Health Planning Council, develop a 5-year education and training development plan. Existing law requires the 5-year plan to include the establishment of regional partnerships between the mental health system and the educational system to, among other things, increase the diversity of the mental health workforce and
reduce the stigma associated with mental illness.
This bill would state the intent of the Legislature to enact legislation related to the mental health workforce.

The people of the State of California do enact as follows:
SECTION 1.
Part 3.85 (commencing with Section 5848.10) is added to Division 5 of the Welfare and Institutions Code, to read:PART 3.85. Community-Based Mentorship Program
5848.10.
(a) The Department of Health Care Access and Information shall establish a mentorship program to connect eligible students with concrete resources and mentorship that will convert the educational experience to sustained employment.5848.11.
After locating a community-based organization using the process created pursuant to paragraph (2) of subdivision (b) of Section 5848.10, an eligible student shall enter into an agreement with the community-based organization to do both of the following:5848.12.
(a) A community-based organization that participates in this program shall do all of the following:It is the intent of the Legislature to enact legislation related to the mental health workforce.
