An act to add Section 12803.1 to the Government Code, relating to public social services.

AB 870, as introduced, Burke. Public social services.
Existing law establishes various agencies in state government, including, among others, the California Health and Human Services Agency and the Labor and Workforce Development Agency, which consist of various departments. Existing law establishes the State Department of Health Care Services and the State Department of Social Services, which administer various programs and services relating to public assistance programs, such as the Medi-Cal program and the CalFresh program, within the California Health and Human Services Agency. Existing law requires the agencies to collaborate with one another to achieve specified objectives, including, for example, a collaboration between the Labor and Workforce Development Agency and the California Health and Human Services Agency to develop a strategy relating to the employment-related needs of individuals with disabilities. Existing law additionally requires the California Health and Human Services Agency, in consultation with specified entities, including governmental entities, to establish standardized single, accessible application forms and related renewal procedures for state health subsidy programs, as described.
This bill would require the California Health and Human Services Agency, in collaboration with the Chancellor of the California Community Colleges, the Department of Corrections and Rehabilitation, the Governor’s Office of Business and Economic Development, the Labor and Workforce Development Agency, and the State Department of Education, among other things, to examine the eligibility process and systems for public assistance programs and supportive services, as specified.

The people of the State of California do enact as follows:


SECTION 1.

 Section 12803.1 is added to the Government Code, to read:

12803.1.
 (a) The California Health and Human Services Agency, in collaboration with the Chancellor of the California Community Colleges, the Department of Corrections and Rehabilitation, the Governor’s Office of Business and Economic Development, the Labor and Workforce Development Agency, and the State Department of Education, shall examine the feasibility of, and barriers to, establishing a standardized single, accessible application form and process with regard to the eligibility process and systems for public assistance programs and supportive services administered by the governmental entities set forth in this section.
(b) The governmental entities described in subdivision (a) shall develop memoranda of understanding and policies to overcome any identified barriers, and shall implement a standardized single, accessible application form for public assistance programs and supportive services.
