An act to add Section 19609 to the Business and Professions Code,
relating to horse racing.
LEGISLATIVE COUNSEL'S DIGEST
AB 864, as introduced, Price. Horse racing: racetrack improvement
contracting: small business and disabled veteran business
enterprises.
Existing law, the Horse Racing Law, generally regulates horse
racing and parimutuel wagering on horse races and provides for the
allocation of certain funds for various purposes including capital
improvements on horse racing facilities.
This bill would require at least 10% of the total amount of all
state contracts for the infrastructure improvement of any racetrack
grounds in the state to be let to small business or disabled veteran
business enterprises, as defined.
Vote: majority. Appropriation: no. Fiscal committee: yes.
State-mandated local program: no.
THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:
SECTION 1. Section 19609 is added to the Business and Professions
Code, to read:
19609. (a) At least 10 percent of the total amount of all state
contracts for the infrastructure improvement of any racetrack grounds
in the state shall be let to small business or disabled veteran
business enterprises.
(b) For the purpose of this section, "contract" has the same
meaning as that term is defined in Section 10115.1 of the Public
Contract Code, and "small business" and "disabled veteran business
enterprise" have the same meaning as those terms are defined in
Section 14837 of the Government Code.
