AB 862, as amended, Kiley.
Professions and vocations: license revocation and suspension: student loan default. Department of Motor Vehicles: offices.
Existing law establishes the Department of Motor Vehicles and provides for its general powers and duties, including, among other things, the registration of vehicles, the licensing of drivers, and the regulation of vehicles generally.
This bill would prohibit the department from operating an office in the City of Sacramento, or in any other location in the state, that is closed to the general public and provides any general field office services, including, but not limited to, vehicle registration, driver’s license, and identification card services, only to a limited group of the general public.
Existing law provides for the licensure and regulation of various professions and vocations by the Department of Consumer Affairs and its boards, and provides for the denial, suspension, and revocation of licenses for specified conduct.
This bill would, notwithstanding any law, prohibit the department or a board under the department’s jurisdiction from revoking or suspending a license because the licensee is delinquent, or has defaulted, on a student loan.

The people of the State of California do enact as follows:
SECTION 1.
Section 1680.5 is added to the Vehicle Code, to read:1680.5.
(a) The department shall not operate an office in the City of Sacramento, or in any other location in the state, that is closed to the general public and provides any general field office services, including, but not limited to, vehicle registration, driver’s license, and identification card services, only to a limited group of the general public, including, but not limited to, current and retired members of the Legislature and the United States Congress, current legislative staff, employees of the Legislative Analyst’s Office and the Legislative Counsel Bureau, and elected and appointed officials.(b) This section does not prohibit the operation of an office by the department that provides legislative constituent services to members of the
general public as requested by their state representatives.
Notwithstanding any other law, neither the Department of Consumer Affairs, nor any board under the department’s jurisdiction, shall revoke or suspend a license on the grounds that the licensee is delinquent, or has defaulted, on a student loan.
