An act to add Chapter 6.2 (commencing with Section 66420) to Part 40 of Division 5 of Title 3 of the Education Code, relating to postsecondary education.

Academic senates: membership.
Existing law gives various powers and duties to the local academic senates of the campuses of the California State University and the California Community Colleges, including requiring a local academic senate to adopt a local campus resolution and approve a plan, as specified, in order for the college to participate in a certain state program relating to college text books.
This bill would require the local academic senate of a campus of the California State University or of a campus of the California Community Colleges, and would request the local academic senate of a campus of the University of California, to post its membership roster on its Internet Web site or Internet Web page. The bill would also require the local academic senate of a campus of the California State University or of a campus of the California Community Colleges, and
would request the local academic senate of a campus of the University of California, to make demographic data on the gender and race or ethnicity of its members available to the public upon request. To the extent that these provisions would create new duties for community college districts, the bill would impose a state-mandated local program.
The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.
This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.
