An act to amend and repeal Section 25001 of, and to repeal Section 25003 of, the Welfare and Institutions Code, relating to health care coverage.

Existing law states the intent of the Legislature to create a process by which the options for achieving universal health care coverage can be thoroughly examined. Existing law requires the Secretary of California Health and Human Services to report to the Legislature on the options for achieving health care coverage, including specified information.

Existing law requires the report to be submitted on or before December 1, 2001.

This bill would delete the December 1, 2001, report due date and would repeal the reporting requirement on January 1, 2023.

The people of the State of California do enact as follows:

SECTION 1.

 Section 25001 of the Welfare and Institutions Code is amended to read:

25001.

 (a) The Secretary of the California Health and Human Services Agency shall report back to the Legislature on the options for achieving universal health care coverage, including:

(a)

(1) The options for financing universal health coverage.

(b)

(2) The institutional mechanism or mechanisms by which universal health coverage may be delivered.

(c)

(3) The extent and scope of the health coverage which that all California residents may have.

(b) The report shall be submitted pursuant to Section 9795 of the Government Code.

(c) This section shall remain in effect only until January 1, 2023, and as of that date is repealed.

SEC. 2.

 Section 25003 of the Welfare and Institutions Code is repealed.

The secretary shall report back to the Legislature on or before December 1, 2001, on the results of the process established to examine the options for providing universal health coverage.
