BILL NUMBER: AB 732 INTRODUCED BILL TEXT INTRODUCED BY Assembly Member Mansoor FEBRUARY 21, 2013 An act to amend Section 89030 of the Education Code, relating to postsecondary education. LEGISLATIVE COUNSEL'S DIGEST AB 732, as introduced, Mansoor. Postsecondary education: California State University. Existing law establishes the California State University and provides for its administration by the Trustees of the California State University. Existing law exempts, from the general provisions of law governing administrative regulations and rulemaking, the adoption of rules and regulations by the trustees for the government of the trustees, their appointees and employees, and the California State University. This bill would make nonsubstantive changes to that provision. Vote: majority. Appropriation: no. Fiscal committee: no. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 89030 of the Education Code is amended to read: 89030. (a) The trustees shall adopt rules and regulations not inconsistent with the laws of this state for the government of all of the following: (1) The trustees. (2) The appointees and employees of the trustees. (3) The California State University. (b) The adoption oftheserules and regulations pursuant to subdivision (a) shall not be subject to Chapter 3.5 (commencing with Section 11340) of Part 1 of Division 3 of Title 2 of the Government Code. (c) The rules and regulations shall be published for distribution as soon as practicable after adoption. (d) This section shall be liberally construedin order thatto effectuate the purposes of the Donahoe Higher Education Act pursuant to Part 40 (commencing with Section 66010) of Division 5may be effectuated.
