BILL NUMBER: AB 601 INTRODUCED BILL TEXT INTRODUCED BY Assembly Member Yamada FEBRUARY 16, 2011 An act to add Section 5600.1 to the Vehicle Code, relating to vehicles. LEGISLATIVE COUNSEL'S DIGEST AB 601, as introduced, Yamada. Vehicles: transfer of interest: power of attorney. Existing law defines the owner of a vehicle as the owner of record indicated in a certificate of title issued by the State of California and includes an agent of that owner acting under a valid power of attorney executed by an owner. This bill would authorize an active duty member of the United States Armed Forces as the owner, coowner, owner of record, registered owner, or legal owner of a vehicle to execute a valid military power of attorney approved by the United States Department of Defense for the purpose of using, operating, titling, or transferring his or her interest in or licensing and registering any vehicle in this state. Vote: majority. Appropriation: no. Fiscal committee: no. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 5600.1 is added to the Vehicle Code, to read: 5600.1. An active duty member of the United States Armed Forces as the owner, coowner, owner of record, registered owner, or legal owner of a vehicle may execute a valid military power of attorney approved by the United States Department of Defense for the purpose of using, operating, titling, or transferring his or her interest in, or licensing and registering any vehicle in this state.
