   An act to add Section 708 to the Military and Veterans Code,
relating to veterans.

   AB 565, as introduced, Yamada. Department of Veterans Affairs:
study: veterans benefits.
   Under existing law, the Department of Veterans Affairs has
specified powers and duties relating to veterans.
   This bill would require the Department of Veterans Affairs on or
before May 1, 2010, to conduct an internal study to evaluate the
process by which active duty service men and women receive
information regarding veterans benefits, as specified. This bill
would also require the Department of Veterans Affairs to submit a
reports to the Legislature, as provided.
   Vote: majority. Appropriation: no. Fiscal committee: yes.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 708 is added to the Military and Veterans Code,
to read:
   708.  (a) On or before May 1, 2010, the Department of Veterans
Affairs shall conduct an internal study to evaluate the process by
which active duty service men and women receive information regarding
veterans benefits, and shall determine what acts will be necessary
to improve the rate at which active duty service men and women apply
for, and receive, veterans benefits.
   (b) The Department of Veterans Affairs shall, on or before August
1, 2010, submit a report to the Legislature concerning its findings
and determinations as specified in subdivision (a).
