   An act to add Section  13510.8   13510.6
 to the Penal Code, relating to the Commission on Peace Officer
Standards and Training.

   AB 387, as amended, Hagman. Commission on Peace Officer Standards
and  Training.   Training: peace officer
volunteers. 
   Existing law establishes the Commission on Peace Officer Standards
and Training and charges it with various responsibilities, including
providing specified courses of training for peace officers, as
specified. 
   This bill would require the commission to permit a volunteer to
participate in any training course which the commission provides if
the volunteer has the approval of the chief of police or the sheriff
for whom the volunteer intends to perform services in an emergency or
mutual aid situation.  
   This bill would require the commission to establish training
standards and develop a course of instruction for peace officer
volunteers. The bill would specify that the local governmental entity
utilizing the peace officer volunteers shall be responsible for the
costs associated with their training. The bill would require the
commission to adopt rules establishing the minimum standards for
training of peace officer volunteers in accordance with specified
rulemaking provisions.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

   SECTION 1.    Section 13510.6 is added to the 
 Penal Code   , to read:  
   13510.6.  (a) The Commission on Peace Officer Standards and
Training shall establish training standards and develop a course of
instruction for peace officer volunteers with the purpose of creating
a basic level of proficiency among volunteers from different
jurisdictions who perform services for local police or sheriff
departments in emergency or mutual aid situations or for planned
events.
   (b) The local governmental entity utilizing peace officer
volunteers shall be responsible for the costs associated with the
peace officer volunteer's participation in the course of instruction
specified in subdivision (a) through either the local governmental
entity's peace officer volunteer or peace officer training program.
   (c) For the purpose of maintaining the level of competence of
peace officer volunteers, the commission shall adopt, and may, from
time to time amend, rules establishing minimum standards for training
of peace officer volunteers pursuant to this section. All rules
shall be adopted and amended pursuant to Chapter 3.5 (commencing with
Section 11340) of Part 1 of Division 3 of Title 2 of the Government
Code.  
  SECTION 1.    Section 13510.8 is added to the
Penal Code, to read:
   13510.8.  The commission shall permit any volunteer to participate
