LEGISLATIVE COUNSEL'S DIGEST
AB 2856, as introduced, Committee on Business and Professions.
Board of Psychology.
Existing law, the Psychology Licensing Law, provides for the licensure and regulation of the practice of psychology and provides for the enforcement and administration of the law by the Board of Psychology, which consists of 9 members. Existing law requires the Governor to appoint 2 public members and 5 licensed members of the board and requires the Senate Rules Committee and Speaker of the Assembly to each appoint a public member. Existing law requires the board to make all expenditures to carry out the law. Existing law, on January 1, 2021, repeals the provisions providing for the enforcement and regulation of the law by the Board of Psychology and requiring the board to make all expenditures to carry out the law.
This bill would specify that each appointing authority has the authority to remove from office at any time any member of the board
appointed by that authority. The bill would make other changes to the provisions requiring the board to enforce and administer the law and authorizing the board to make expenditures to carry out the law, including that authorized expenditures be necessary to carry out those provisions.
