   An act to add Sections 75084 and 75584 to the Government Code,
relating to judges.


	LEGISLATIVE COUNSEL'S DIGEST


   AB 2693, as introduced, Bloom. Judges: retirement: employment.
   The California Constitution provides that during the term for
which a judge was selected, he or she is ineligible for public
employment or public office other than judicial employment or
judicial office, except that he or she may accept a part-time
teaching position. The Judges' Retirement Law establishes the judges'
Retirement System to provide retirement benefits for retired judges.
Existing law also establishes the Judges' Retirement System II Law
for judges elected or appointed on or after November 9, 1994.
   This bill would prohibit a judge of a court of record, upon
retirement from either system, from accepting employment with any
individual, or public or private entity, for one year after the date
of his or her retirement if the individual, or public or private
entity, appeared before the judge in connection with any contested
matter within one year prior to the date of the judge's retirement.
   Vote: majority. Appropriation: no. Fiscal committee: no.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 75084 is added to the Government Code,
immediately following Section 75083, to read:
   75084.  A judge of a court of record, upon retirement, shall not
accept employment with any individual, or public or private entity,
for one year after the date of his or her retirement if the
individual, or public or private entity, appeared before the judge in
connection with any contested matter within one year prior to the
date of the judge's retirement.
  SEC. 2.  Section 75584 is added to the Government Code, immediately
following Section 75583, to read:
   75584.  A judge of a court of record, upon retirement, shall not
accept employment with any individual, or public or private entity,
for one year after the date of his or her retirement if the
individual, or public or private entity, appeared before the judge in
connection with any contested matter within one year prior to the
date of the judge's retirement.
