An act to amend Sections 2575.1 and 42238.04 of the Education Code, relating to education finance.

AB 2583, as introduced, Muratsuchi. Education finance: local control funding formula.
Existing law establishes a public school financing system that requires state funding for county superintendents of schools, school districts, and charter schools to be calculated pursuant to a local control funding formula, as specified.
Existing law, commencing with the 2017–18 fiscal year, requires the Superintendent of Public Instruction to add a specified amount to the annual apportionment to each county superintendent of schools as part of the county local control funding formula, as provided, and, commencing with the 2018–19 fiscal year, requires that amount to be adjusted by a specified cost-of-living adjustment. Existing law requires a specified adjustment to revenue limit funding for school districts and charter school block grant funding for charter schools for the 2012–13 fiscal year and prior fiscal years.
This bill would make nonsubstantive changes to these provisions.

The people of the State of California do enact as follows:


SECTION 1.

 Section 2575.1 of the Education Code is amended to read:

2575.1.
 Commencing with the 2017–18 fiscal year, the Superintendent of Public Instruction shall add to the amount to be apportioned pursuant to Section 2575 the amount computed as follows:
(a) Each county superintendent of schools funded pursuant to subdivision (d) of Section 2575 as of the 2016–17 second principal apportionment shall be allocated the greater of eighteen thousand six hundred ninety-seven dollars ($18,697) multiplied by the number of school districts for which the county superintendent of schools has jurisdiction pursuant to Section 1253 of the Education Code, 1253, or eighty thousand dollars ($80,000).
(b) Commencing with the 2018–19 fiscal year, the rates in subdivision (a) shall be adjusted by the cost-of-living increase applied pursuant to subdivision (a) of Section 2574.

SEC. 2.

 Section 42238.04 of the Education Code is amended to read:

42238.04.
 Notwithstanding any other law, revenue limit funding for school districts and charter school block grant funding for charter schools schools, for the 2012–13 fiscal year and prior fiscal years years, shall continue to be adjusted pursuant to Article 2 (commencing with Section 42238), and Article 2 (commencing with Section 47633) of Chapter 6 of Part 26.8 of Division 4, as those articles read on January 1, 2013.
