AB 2518, as amended, Gabriel. Mental health and substance use disorders: services. Severe mental illness.
Existing law provides for various programs at the state and local level for the treatment and support of people with severe mental illness and substance use disorders, illness, including providing emergency and outpatient mental health services and drug rehabilitation programs. services. Existing law requires the State Department of Health Care Services to perform various functions with regard to the statewide delivery of mental health services, including, among other things, implementing a system of required performance reporting by local mental health programs.

This bill would state the intent of the Legislature to enact legislation that would create a right to the full range of treatment and supports necessary for people with severe mental illness or substance use disorders to live full lives.

This bill would require the department to prepare a study that describes models of supportive health care services and available treatment options and resources for individuals with severe mental illness. The bill would require the department to submit the study to the Senate and Assembly Committees on Health on or before January 1, 2024.

The people of the State of California do enact as follows:


SECTION 1.

 Chapter 3 (commencing with Section 4342) is added to Part 3 of Division 4 of the Welfare and Institutions Code, to read:
CHAPTER  3. Severe Mental Illness

4342.
 (a) The State Department of Health Care Services shall prepare a study that describes models of supportive health care services and available treatment options and resources for individuals with severe mental illness.
(b) The department shall submit the study to the Senate and Assembly Committees on Health on or before January 1, 2024.

4342.5.
 This chapter shall remain in effect only until January 1, 2027, and as of that date is repealed.

SECTION 1.

It is the intent of the Legislature to enact legislation that would create a right to the full range of treatment and supports necessary for people with severe mental illness or substance use disorders to live full lives. Supports include, but are not limited to, health care, housing, social services, and employment opportunities.
