California Voting Rights Act.
The California Voting Rights Act (CVRA) provides that an at-large method of election, as defined, may not be imposed or applied in a manner that results in the dilution or abridgment of the right of registered voters who are members of a protected class, as defined, by impairing their ability to elect candidates of their choice or to influence the outcome of an election. The CVRA requires the court to implement appropriate remedies for a violation, including the imposition of district-based elections, that are tailored to remedy the violation.
This bill would prohibit the court from imposing district-based elections unless the plaintiff has established that district-based elections would remedy the dilution or abridgment of voting rights and that alternatives to district-based elections would not achieve greater voting rights and other
benefits.
