An act to add and repeal Section 39720.1 of the Health and Safety Code, relating to greenhouse gases.

Greenhouse Gas Reduction Fund: report.
The California Global Warming Solutions Act of 2006 establishes the State Air Resources Board as the state agency responsible for monitoring and regulating sources of emissions of greenhouse gases. The act authorizes the state board to include the use of market-based compliance mechanisms. Existing law requires all moneys, except for fines and penalties, collected by the state board from a market-based compliance mechanism to be deposited in the Greenhouse Gas Reduction Fund and to be available upon appropriation by the Legislature. Existing law requires the Department of Finance to annually submit a report to the appropriate committees of the Legislature on the status of the projects funded with moneys from the fund.
This bill would require the state board, in consultation with the State Department of Public Health, to submit a specified report, no later than January 1, 2020, to the Joint Legislative Budget Committee quantifying
report, as part of the Department of Finance’s annual report, quantifying, for each program that has received moneys through January 1, 2020, from the Greenhouse Gas Reduction Fund Fund, the public health impacts of each of those programs.

The people of the State of California do enact as follows:
SECTION 1.
Section 39720.1 is added to the Health and Safety Code, to read:39720.1.
(a)(2) The report required pursuant to this section shall be submitted as part of the report the Department of Finance is required to submit to the Legislature pursuant to Section 39720.
(b) A report to be submitted pursuant to this section shall be submitted in compliance with Section 9795 of the Government Code.
(c) Pursuant to
Section 10231.5 of the Government Code, this section is repealed on January 1, 2024.
