   An act to add Section 12510 to the Vehicle Code, relating to
vehicles.

   AB 2322, as amended, Chu. Vehicles: instruction permits: decals.
   Existing law authorizes the Department of Motor Vehicles (DMV) to
issue an instruction permit to a person who is at least 15 years and
6 months of age and who has, among other qualifications, successfully
completed an approved course in automobile driver education.
   This bill would require the DMV to  provide  
offer  the recipient of an instruction permit  with
 a removable and  transferrable  
transferable  decal that reads "student driver." The bill would
authorize the holder of the instruction permit to affix the decal to
the rear or side window of the vehicle when operating the vehicle.
 The bill would require the DMV to charge a fee to a recipient of
the decal to cover the department's reasonable costs of producing
the decal. 
   Vote: majority. Appropriation: no. Fiscal committee: yes.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 12510 is added to the Vehicle Code, to read:
   12510.  (a) Upon issuing an instruction permit pursuant to Section
12509, the department shall  provide   offer
 the recipient of the permit  with  a removable
and  transferrable   transferable  decal
that reads "student driver." When the holder of the instruction
permit operates a motor vehicle, the decal may be affixed to the
motor vehicle to inform other drivers that the vehicle is being
operated by the holder of an instruction permit.
   (b) Notwithstanding Section 26708, the decal may be displayed on a
side window or the rear window of the vehicle.
   (c) The department shall determine the size of the decal, which
shall not exceed four inches in height and 12 inches in length. 
   (d) The department shall charge a fee to a recipient of the decal
to cover the department's reasonable costs of producing the decal.
