An act to add Section 13805 to the Government Code, relating to homelessness relief, and making an appropriation therefor.

AB 232, as amended, Ridley-Thomas.
Department of Finance: homelessness relief.
Existing law creates the Department of Finance and provides that the department has general powers of supervision over all matters concerning the financial and business policies of the state.
This bill would enact the Homeless Relief Act of 2017. The bill would appropriate $500,000,000 from the General Fund to the Department of Finance for expenditure for the purpose of relieving homelessness in this state, to be allocated regionally to unspecified entities in accordance with a prescribed schedule. to local continuums of care based on a formula developed by the Department of Housing and Community Development.

The people of the State of California do enact as follows:
SECTION 1.
(a) The Legislature finds and declares the following:(1) California has by far the largest homeless population in the nation.
(2) Factors that contribute to the homelessness crisis include the expensive rental market, rapidly declining numbers of low-income housing units, and slow wage growth.
(b) It is the intent of the Legislature to address the homelessness crisis in California by allocating five hundred million dollars ($500,000,000) to joint powers agencies formed to relieve homelessness and to individual counties where no joint powers agency exists for that purpose.

SEC. 2.
This act shall be known and may be cited as the Homeless Relief Act of 2017.SEC. 3.
