An act to amend Section 50701 of the Health and Safety Code, relating to housing. housing, and making an appropriation therefor.

Housing-Related Parks Program.
Existing law establishes the Housing-Related Parks Program, administered by the Department of Housing and Community Development, which provides grants to cities, counties, and cities and counties for the creation, development, or rehabilitation of park and recreation facilities. facilities to cities, counties, and cities and counties. Existing law requires the department, to the extent that funds are available, to determine the base grant amount to be provided to any city, county, or city and county that meets specified criteria. Existing law establishes the Housing Urban-Suburban-and-Rural Parks Account within the
Housing and Emergency Shelter Trust Fund of 2006 to receive funds for the program.
This bill would declare the Legislature’s intent to enact legislation that would fund the Housing-Related Parks Program.
This bill would appropriate $250,000,000 from the General Fund to the Housing Urban-Suburban-and-Rural Parks Account for these purposes.

The people of the State of California do enact as follows:
SECTION 1.
Section 50701 of the Health and Safety Code is amended to read:50701.
(a) There is hereby established in state government the Housing-Related Parks Program, to be administered by the department, using funds allocated, upon appropriation, under subdivision (d) of Section 53545, for the purpose of providing grants for the creation, development, or rehabilitation of park and recreation facilities to cities, counties, and cities and counties based on the issuance of building permits for new housing units, or housing units substantially rehabilitated, acquired, or preserved with committed assistance from the city, county, or city and county, that are affordable to very low or low-income households.(b) There is hereby appropriated two hundred fifty million dollars ($250,000,000) from the General Fund to the Housing Urban-Suburban-and-Rural Parks Account in the 2020–21 fiscal year. These funds shall be available to the department for grants for housing-related parks in urban, suburban, and rural areas, pursuant to this chapter.
It is the intent of the Legislature to enact legislation that would fund the Housing-Related Parks Program.
