   An act to amend Section 8588 of the Government Code, relating to
emergencies.


	LEGISLATIVE COUNSEL'S DIGEST


   AB 2226, as introduced, Knight. Emergencies.
   The California Emergency Services Act authorizes the Secretary of
California Emergency Management to proclaim the existence of a state
of emergency under specified conditions.
   This bill would make a technical, nonsubstantive change to these
provisions.
   Vote: majority. Appropriation: no. Fiscal committee: no.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 8588 of the Government Code is amended to read:

   8588.  Whenever conditions exist within any region or regions of
the state  which   that  warrant the
proclamation by the Governor of a state of emergency and the Governor
has not acted under the provisions of Section 8625, by reason of the
fact that the Governor has been inaccessible, the Secretary of
California Emergency Management may proclaim the existence of a state
of emergency in the name of the Governor as to any region or regions
of the state. Whenever the Secretary of California Emergency
Management has so proclaimed a state of emergency, that action shall
be ratified by the Governor as soon as the Governor becomes
accessible, and in the event the Governor does not ratify the action,
the Governor shall immediately terminate the state of emergency as
proclaimed by the Secretary of California Emergency Management.
