An act to amend Section 1651.5 of the Vehicle Code, relating to vehicles.

AB 2090, as amended, Brough. Vehicles: biennial registration.
Existing law generally establishes an annual registration period for vehicles and imposes annual registration fees on vehicles.
This bill would require the Director of Motor Vehicles, on or after January 1, 2021, to establish a an optional biennial registration period for a vehicle, with subsequent renewals being required at biennial intervals thereafter, as specified. subsequent biennial intervals, as specified, and would permit a vehicle owner to choose that biennial registration period for their vehicle. The bill would prohibit a vehicle owner from choosing biennial registration for a vehicle’s initial registration. The bill would permit the vehicle owner to change their chosen registration period between biennial or annual registration only at the completion of their current registration period and upon renewal of the vehicle’s registration.

The people of the State of California do enact as follows:


SECTION 1.

 Section 1651.5 of the Vehicle Code is amended to read:

1651.5.
 (a) (1) The director may assign or reassign dates for the expiration of registration for a vehicle registered pursuant to this code. The director may establish a registration year for a vehicle consisting of any period from 7 months to 18 months, inclusive, with subsequent renewals being required at yearly intervals thereafter. subsequent yearly intervals. The director shall assign an expiration date of the last day of the calendar month to trailers and to motor vehicles subject to additional fees under the provisions of Section 9400. A vehicle being registered on a quarterly basis shall be assigned or reassigned an expiration date of December 31 for the registration year. (2) On or after January 1, 2021, and as a component of the department’s subsequent update to its vehicle registration system, the director shall establish a an optional biennial registration period for a vehicle, with subsequent renewals being required at biennial intervals thereafter. subsequent biennial intervals.
(A) A vehicle owner may, upon renewal of the vehicle registration, choose a biennial registration period instead of an annual registration period. A vehicle owner who chooses biennial registration shall renew the vehicle registration at biennial intervals established by the director pursuant to this section.
(B) (i) Except as provided in clause (ii), a vehicle owner may change their chosen registration period between biennial or annual registration only at the completion of their current registration period and upon renewal of the vehicle registration.
(ii) A vehicle owner may not choose a biennial registration period for the initial registration of the vehicle, but may choose a biennial registration period after completing the vehicle’s initial registration.
(b) In order to implement a year-round registration for a vehicle registered pursuant to the International Registration Plan as described in Article 4 (commencing with Section 8050) of Chapter 4 of Division 3, the director, on or before January 1, 2009, shall assign or reassign a date for the expiration of registration of a vehicle described in this subdivision and may utilize the applicable practices and procedures set forth under subdivision (a) in order to implement this subdivision.
