An act to add Chapter 4.5 (commencing with Section 50206) to Part 1 of Division 31 amend Section 50426 of the Health and Safety Code, relating to housing.

Existing law establishes the California Statewide Housing Plan to serve as a state housing plan for all relevant purposes. Existing law requires that the plan incorporate, among other things, a statement of housing goals, policies, and objectives and that the Department of Housing and Community Development update and provide a revision of the plan to the Legislature every 4 years. Existing law requires each update and revision to the plan occurring on or after January 1, 2023, to incorporate specified elements, including an inventory of the number of affordable units needed to meet the state’s affordable housing needs for the plan period.
The bill would additionally require the plan to include a goal to increase home ownership among people of color in the state of California, as specified.

This bill would establish the Legislative Task Force on the California Master Plan on Home Ownership, consisting of 11 members, as provided. The bill would require the task force to consider and evaluate current impediments to increasing the rate of home ownership for Californians and, no later than March 31, 2023, to develop a final report that includes specified information and recommendations and submit that report to the Legislature. The bill would require the Department of Housing and Community Development to provide technical support and administrative assistance to the task force and collaborate in the preparation of the final report.

The people of the State of California do enact as follows:


SECTION 1.

 Section 50426 of the Health and Safety Code is amended to read:

50426.
 (a) Each update and revision to the plan occurring on or after January 1, 2023, shall incorporate both all of the following:
(1) The plan shall include an inventory of the number of affordable units needed to meet the state’s affordable housing needs for the plan period.
(2) The plan shall incorporate technical updates and provide technical recommendations, including, but not limited to, both of the following:
(A) Recommendations for modernizing statutory and regulatory terminology.
(B) Updating cross references cross-references to relevant reports and studies relied on in the plan and used in this part.
(3) (A) The plan shall include a goal to increase home ownership among people of color in the state of California by January 1, 2028. This goal shall include, at a minimum, a 20-percent increase in home ownership among people of color as compared to the most recent data baseline, as defined in subparagraph (B).
(B) For purposes of this paragraph, “most recent data baseline” means the 2011–15 average home ownership rates cited in Figure 1.15 of the Final Statewide Housing Assessment 2025, or later reports, issued by the Department of Housing and Community Development.
(b) The department may use data collected by the Homeless Coordinating and Financing Council to meet the requirements of paragraph (2) of subdivision (a).

SECTION 1.Chapter 4.5 (commencing with Section 50206) is added to Part 1 of Division 31 of the Health and Safety Code, to read:
4.5.Legislative Task Force on the California Master Plan on Home Ownership
50206.

(a)For purposes of this section:

(1)“Central valley region” means the geographic region extending from approximately the City of Redding in the north to the Tehachapi Mountains in the south, and from the valley floor up to 2,000 feet elevation along the coastal range in the west and the Sierra Nevada range in the east.

(2)“Housing or home ownership advocacy organization” includes, but is not limited to, all of the following:

(A)The California Building Industry Association.

(B)SV@Home.

(C)The California Association of Realtors.

(D)Habitat for Humanity of California.

(E)California Forward.

(F)California YIMBY.

(G)The Two Hundred.

(3)“San Francisco Bay area” means the entire area within the territorial boundaries of the Counties of Alameda, Contra Costa, Marin, Napa, San Mateo, Santa Clara, Solano, and Sonoma, and the City and County of San Francisco.

(4)“Task force” means the Legislative Task Force on the California Master Plan on Home Ownership established pursuant to this section.

(b)There is hereby established a Legislative Task Force on the California Master Plan on Home Ownership, which shall consist of the following 11 members:

(1)Five members of the Assembly, appointed by the Speaker of the Assembly from districts wholly or partially located in each of the following regions:

(A)The County of Los Angeles.

(B)The San Francisco Bay area.

(C)The central valley region.

(D)The County of Orange.

(E)The County of San Diego.

(2)Five members of the Senate, appointed by the Senate Committee on Rules from districts wholly or partially located in each of the following regions:

(A)The County of Los Angeles.

(B)The San Francisco Bay area.

(C)The central valley region.

(D)The County of Orange.

(E)The County of San Diego.

(3)One representative of a housing or home ownership advocacy organization, appointed jointly by the Speaker of the Assembly and the Senate Committee on Rules.

(c)The task force shall do all of the following:

(1)Consider and evaluate current impediments to increasing the rate of home ownership for all Californians generally, as well as any impediments faced by millennials and persons of color in particular.

(2)No later than March 31, 2023, develop a final report on the impediments described in paragraph (1) that includes recommendations regarding ways to reduce the incidence of those impediments and proposals for specific strategies to increase the rate of home ownership for all Californians.

(3)Submit the final report described in paragraph (2) to the Legislature, in accordance with Section 9795 of the Government Code, upon its completion.

(d)The Department of Housing and Community Development shall provide technical support and administrative assistance to the task force and collaborate in the preparation of the final report described in paragraph (2) of subdivision (c).
