BILL NUMBER: AB 1947 INTRODUCED BILL TEXT INTRODUCED BY Assembly Member Buchanan FEBRUARY 19, 2014 An act to amend Section 740 of the Public Utilities Code, relating to energy. LEGISLATIVE COUNSEL'S DIGEST AB 1947, as introduced, Buchanan. Energy: rates: expenses for research and development. Under existing law, the Public Utilities Commission has regulatory authority over public utilities, including electrical corporations and gas corporations, as defined. Existing law authorizes the commission to fix the rates and charges for every public utility, and requires that those rates and charges be just and reasonable. For purposes of setting the rates to be charged by every electrical corporation, gas corporation, heat corporation, or telephone corporation, existing law authorizes the commission to allow for the inclusion of expenses for research and development. This bill would make a nonsubstantive change to this provision. Vote: majority. Appropriation: no. Fiscal committee: no. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 740 of the Public Utilities Code is amended to read: 740. For purposes of setting the rates to be charged by every electrical corporation, gas corporation, heatcorporationcorporation, or telephone corporation for the services or commodities furnished by it, the commission may allow the inclusion of expenses for research and development.
