   An act to add  Section 75131 to the Public Resources Code,
   Article 4.5 (commencing with Section 65040.30) to
Chapter 1.5 of Division 1 of Title 7 of the Government Code, 
relating to state government.



	LEGISLATIVE COUNSEL'S DIGEST


   AB 1873, as amended, Holden.  Strategic Growth Council:
  Office of Planning and Research:  Board of
Infrastructure Planning, Development, and Finance.
   Existing law establishes the  Strategic Growth Council and
requires the council, among other things, to identify and review the
activities and funding programs of member state agencies that may be
coordinated to improve air and water quality.   Office
of Planning and Research within the office of the Governor and
further establishes, within the Office of Planning and Research, the
Planning Advisory and Assistance Council. Existing law requires the
Office of Planning and Research to, among other duties, assist the
council engage in the formulation, evaluation, and updating of
long-range goals and policies for land use, population growth and
distribution, urban expansion, development, open space, resource
preservation and   utilization, air and water quality, and
other factors that shape statewide development patterns and
significantly influence the quality of the state's environment. 

   This bill would  establish within the council a 
 establish, within the Office of Planning and Research, the 
Board of Infrastructure Planning, Development, and Finance, 
consisting   to be composed  of the Governor,
 the  Treasurer,  the  Controller,
 the  Secretary of Transportation,  the
 Director of General Services,  or their designee, 
one member  selected   appointed  by the
President pro Tempore of the Senate, and one member  selected
  appointed  by the Speaker of the Assembly. The
bill would require the board to categorize and recommend the priority
of the state's infrastructure needs and develop funding to finance
those projects.
   Vote: majority. Appropriation: no. Fiscal committee: yes.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

   SECTION 1.    Article 4.5 (commencing with Section
65040.30) is added to Chapter 1.5 of Division 1 of Title 7 of the
  Government Code   , to read:  

      Article 4.5.  Board of Infrastructure Planning, Development,
and Finance


   65040.30.  (a) There is within the office the Board of
Infrastructure Planning, Development, and Finance.
   (b) The board shall be composed of all of the following members:
   (1) The Governor, or his or her designee.
   (2) The Treasurer, or his or her designee.
   (3) The Controller, or his or her designee.
   (4) The Secretary of Transportation, or his or her designee.
   (5) The Director of General Services, or his or her designee.
   (6) One member appointed by the President pro Tempore of the
Senate.
   (7) One member appointed by the Speaker of the Assembly.
   65040.32.  The board shall categorize and recommend the priority
of the state's infrastructure needs and develop funding to finance
those projects.  
  SECTION 1.    Section 75131 is added to the Public
Resources Code, to read:
   75131.  (a) There is within the council a Board of Infrastructure
Planning, Development, and Finance. The board shall consist of the
Governor, the Treasurer, the Controller, the Secretary of
Transportation, the Director of General Services, one member selected
by the President pro Tempore of the Senate, and one member selected
by the Speaker of the Assembly.
   (b) The board shall categorize and recommend the priority of the
state's infrastructure needs and develop funding to finance those
projects.
