   An act relating to public utility service.


	LEGISLATIVE COUNSEL'S DIGEST


   AB 1651, as introduced, Buchanan. Public utility service.
   Under existing law, the Public Utilities Commission has regulatory
authority over public utilities, as defined.
   This bill would state the intent of the Legislature to enact
legislation reforming the provision of public utility services in
California.
   Vote: majority. Appropriation: no. Fiscal committee: no.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  It is the intent of the Legislature to enact
legislation reforming the provision of utility services in
California.
