Existing law establishes the California Health and Human Services Agency, which consists of various departments, including, among others, the California Department of Aging, the State Department of Developmental Services, the State Department of Health Care Services, the Department of Rehabilitation, and the State Department of Social Services. Existing law establishes various programs and services under these departments, including, among others, leadership to the area agencies on aging in developing systems of home- and community-based services that maintain individuals in their own homes or least restrictive homelike environments, services and supports for individuals with developmental disabilities, the Medi-Cal program, services at independent living centers, and the CalFresh program.
This bill would require the agency to develop, in coordination with stakeholders, a set of criteria, to be recommended to the Legislature, for the screening of applicants for, and recipients of, any health care or social service program under the purview of the agency. The bill would require the agency to report the identified criteria to the Legislature on or before June 30, 2018.
Existing law provides for the regulation of certified farmers’ markets and authorizes the Secretary of Food and Agriculture to adopt regulations to encourage the direct sale by farmers to the public of all types of California agricultural products.
Existing law requires, with the approval of the state agency concerned, the Director of General Services to negotiate in the name of the state, access to state-owned property, not used for highway or high-speed rail purposes, for those purposes and subject to those conditions, limitations, restrictions, and reservations determined by the director to be in the best interest of the state. Existing law requires the director to determine the amount of consideration for, and means of, access. Existing law also authorizes the Director of General Services to assist a food bank by locating and providing available state surplus buildings or equipment necessary for the operation of a food bank.
This bill would require the director to provide weekend access to state buildings and surrounding state property within the County of Sacramento for purposes of conducting certified farmers’ markets.

The people of the State of California do enact as follows:

SECTION 1.

Section 12803.1 is added to the Government Code, to read:

12803.1.
(a) The California Health and Human Services Agency shall develop, in coordination with stakeholders, a set of criteria, to be recommended to the Legislature, for the screening of applicants for, and recipients of, any health care or social service program under the purview of the agency. Tools and procedures used for identity verification and eligibility determination and redetermination shall not include the collection of information that may jeopardize or infringe on the privacy of an individual or family. The agency shall report the identified criteria to the Legislature on or before June 30, 2018.
(b) (1) A report to be submitted pursuant to subdivision (a) shall be submitted in compliance with Section 9795.
(2) Pursuant to Section 10231.5, this section is repealed on January 1, 2022.

SECTION 1.Section 47006 is added to the Food and Agricultural Code, to read:
47006.
To assist in accomplishing the purposes of this chapter, the Director of General Services shall provide weekend access to state buildings and surrounding state property within the County of Sacramento for purposes of conducting certified farmers’ markets.
