LEGISLATIVE COUNSEL'S DIGEST
Existing law authorizes the Department of Transportation to contract with Amtrak for intercity rail passenger services and provides funding for these services from the Public Transportation Account.
This bill would require the department to conduct a study to determine the noise and vibration levels, associated with the operation of state-funded intercity rail passenger services, that impact residential areas or schools along railroad lines where the department contracts for those services.

The people of the State of California do enact as follows:
SECTION 1.
Section 131086 is added to the Health and Safety Code, to read:131086.
The department shall conduct a study to determine the noise and vibration levels associated with all railroad lines in the vicinity of residential areas or schools. The study shall include a finding as to how many miles of railroad lines in this state have an average day-night sound level (Ldn ) in excess of 60 decibels. The department may use statistical sampling techniques to determine those noise and vibration levels.The department shall conduct a study to determine the noise and vibration levels, associated with the operation of state-funded intercity rail passenger services, that impact residential areas or schools along railroad lines where the department contracts for those services pursuant to Section 14035. The department may use statistical sampling techniques to determine those noise and vibration levels.
