An act relating to the California Victim Compensation Board, making an appropriation therefor, and declaring the urgency thereof, to take effect immediately.

AB 13, Holden. California Victim Compensation Board: payment of claims.
Existing law requires the California Victim Compensation Board, in cases in which evidence shows that a crime with which a claimant was charged was either not committed at all, or not committed by the claimant, to approve payment for the purpose of indemnifying the claimant if sufficient funds are available, upon appropriation by the Legislature.
This bill would appropriate $2,497,600 from the General Fund to the executive officer of the board for payment of claims for specified individuals.
This bill would declare that it is to take effect immediately as an urgency statute.

The people of the State of California do enact as follows:


SECTION 1.

 The sum of two million four hundred ninety-seven thousand six hundred dollars ($2,497,600) is hereby appropriated from the General Fund to the executive officer of the California Victim Compensation Board, for payment of claims as follows:
(a) The sum of one million sixty-one thousand two hundred dollars ($1,061,200) for payment of the claim of Alexander Torres, accepted by the board and reported to the Legislature pursuant to Section 4904 of the Penal Code, as that section read on January 1, 2022.
(b) The sum of six hundred seventeen thousand six hundred eighty dollars ($617,680) for payment of the claim of Juan Carlos de Jesus Bautista, accepted by the board and reported to the Legislature pursuant to Section 4904 of the Penal Code, as that section read on January 1, 2022.
(c) The sum of eight hundred eighteen thousand seven hundred twenty dollars ($818,720) for payment of the claim of Zavion Johnson, accepted by the board and reported to the Legislature pursuant to Section 4904 of the Penal Code, as that section read on January 1, 2022.

SEC. 2.

 This act is an urgency statute necessary for the immediate preservation of the public peace, health, or safety within the meaning of Article IV of the Constitution and shall go into immediate effect. The facts constituting the necessity are:
In order to pay claims against the state and end hardship to claimants as quickly as possible, it is necessary for this act to take effect immediately.
