An act to amend Section 12506 of the Vehicle Code, relating to driver’s licenses. An act to add Section 4602.5 to the Vehicle Code, relating to vehicle registration.

Existing law prohibits a person from operating a vehicle without registering the vehicle and paying the applicable fee, except as specified. Existing law requires drivers wishing to renew a vehicle registration to submit an application prior to the expiration of the registration year and pay the applicable fee. Existing law requires the Department of Motor Vehicles to refuse to renew a vehicle registration upon specified grounds, including if the applicant has not paid the required fee or if the owner or lessee of the vehicle, at the time of the application for renewal, fails to pay the full amount of any outstanding parking penalties and administrative fees, as specified.
This bill would require the department, notwithstanding the provisions above, to issue a 90-day temporary operating permit to a participant of a safe parking program, as defined, whose vehicle registration has expired, upon the request of the safe parking program.

Existing law authorizes the department to issue a temporary driver’s license to any person applying for a driver’s license, to any person applying for renewal of a driver’s license, or to any licensee whose license is required to be changed, added to, or modified. Existing law permits the operation of a motor vehicle upon the highways for a period of 60 days with a temporary license, as specified, and makes the temporary license invalid when the applicant’s license has been issued or refused.

This bill would make technical, nonsubstantive changes to those provisions.

The people of the State of California do enact as follows:


SECTION 1.

 Section 4602.5 is added to the Vehicle Code, to read:

4602.5.
 (a) Notwithstanding any other provision of this code, the department shall, upon a request from a safe parking program, issue a temporary operating permit, valid for 90 days, to a participant of the safe parking program whose vehicle registration has expired.
(b) For purposes of this section, “safe parking program” means a program operated by a service provider that is funded by a city, county, or city and county and provides a designated area for homeless persons and families enrolled in the program to park their vehicles, and provides persons enrolled in the program onsite case management support or linkage and referrals to housing navigation or the Coordinated Entry System.

(2)A temporary license permits the operation of a motor vehicle upon the highways for a period of 60 days, if the licensee has the temporary license in their immediate possession, and while the department is completing its investigation and determination of all facts relative to the applicant’s right to receive a license. The temporary license is invalid when the applicant’s license has been issued or refused.
