FISCAL NOTE

Senate Bill 49 as introduced could increase the obligations of counties, municipalities, and authorities, by an undetermined amount, to repair or replace a private sewer lateral deemed a public purpose or to transfer public funds to a property owner to repair or replace a private sewer lateral deemed a public purpose. However, this bill authorizes the counties, municipalities or authorities to recover the amount of any transfer or the actual cost of repair or replacement (whichever is greater), by prorating the amount on the utility bill of the owner of the private sewer lateral.
