FISCAL NOTE

House Bill 440 as introduced could decrease federal funds received by the State Department of Education (SDE) and the local boards of education, cumulatively, by an estimated $500 million annually, according to SDE, due to the prohibition of the use of assessments aligned with national standards, as provided by this bill. Currently public school students are administered the National Assessment of Education Progress (NAEP), which could be prohibited by this bill, but which participation is required to be eligible to receive certain federal funds.
