FISCAL NOTE

Senate Bill 203 as passed the Senate establishes a disciplinary hearing process for students facing long-term suspension or expulsion which would increase the obligations of: (1) local boards of education to qualify individuals as hearing officers, provide substantial evidence at disciplinary hearings and provide electronic or written records of any hearings to each party upon request; and (2) the State Department of Education by an undetermined amount to adopt rules related to disciplinary hearing procedures and provide annual training to impartial hearing officers.
