Summary

Fraud, etc., or coercion, etc., in sales of products or services to incapacitated persons; penalty. Provides that a person is guilty of a Class 1 misdemeanor if he sells or offers for sale any product or service to a person who he knows or should know suffers from an incapacity with the intent to (i) defraud, mislead, or deceive the incapacitated person as to the nature, quality, or identity of the product or service sold or offered for sale or (ii) coerce, intimidate, or harass the incapacitated person into purchasing the product or service. The bill defines the term "incapacity."
