Summary

Requiring the State to provide to certain non-State-supported employees of the University System of Maryland and Morgan State University 100% of the cost-of-living adjustment the State provides to State employees, beginning in fiscal year 2026; and requiring each institution of higher education listed in the Act to submit a report by December 1, 2028, to the General Assembly on employee hiring and retention.
