1 | SENATE RESOLUTION
| ||||||
2 | WHEREAS, The State of Illinois, and much of the United | ||||||
3 | States, has experienced historical cold and record levels of | ||||||
4 | snowfall over the 2013-2014 winter; and
| ||||||
5 | WHEREAS, Propane gas is how thousands of rural central | ||||||
6 | Illinoisians heat their homes, normally a fairly | ||||||
7 | cost-effective way to do so; 55,000,000 people in the U.S., | ||||||
8 | most of them located in the Midwest or South, use propane to | ||||||
9 | heat their homes; and
| ||||||
10 | WHEREAS, The extreme winter has caused propane usage in | ||||||
11 | Illinois to rise between 20% and 30%; the combination of high | ||||||
12 | usage and historically low propane inventory levels has created | ||||||
13 | a shortage; this shortage has caused prices for propane to jump | ||||||
14 | considerably, putting an increased financial burden on those | ||||||
15 | who use the gas; and

16 | WHEREAS, Governor Pat Quinn has declared a propane | ||||||
17 | emergency in Illinois, a first in State history, to try and | ||||||
18 | ease the financial strain; this declaration eases driving | ||||||
19 | regulations on trucks delivering propane from other states; and
| ||||||
20 | WHEREAS, Various federal trucking regulations, most | ||||||
21 | notably, weight limits for trucks on roads, limits the amount |

1 | of propane that can be transported, contributing to the current | ||||||
2 | shortage and increasing prices; therefore, be it
| ||||||
3 | RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL | ||||||
4 | ASSEMBLY OF THE STATE OF ILLINOIS, that we urge President | ||||||
5 | Barack Obama to temporarily increase the amount of trucking | ||||||
6 | weight allowed on the country's interstate highways from 80,000 | ||||||
7 | to 100,000, in to order ease the propane shortage, and in doing | ||||||
8 | so, drive down the price of propane; and be it further
| ||||||
9 | RESOLVED, That suitable copies of this resolution be | ||||||
10 | presented to President Barack Obama, United States Secretary of | ||||||
11 | Transportation Anthony Foxx, and Illinois Propane Gas | ||||||
12 | Association Board President Jim Jackson.
