SENATE RESOLUTION
2 WHEREAS, The State of Illinois, and much of the United
3States, has experienced historical cold and record levels of
4snowfall over the 2013-2014 winter; and
5 WHEREAS, Propane gas is how thousands of rural central
6Illinoisians heat their homes, normally a fairly
7cost-effective way to do so; 55,000,000 people in the U.S.,
8most of them located in the Midwest or South, use propane to
9heat their homes; and
10 WHEREAS, The extreme winter has caused propane usage in
11Illinois to rise between 20% and 30%; the combination of high
12usage and historically low propane inventory levels has created
13a shortage; this shortage has caused prices for propane to jump
14considerably, putting an increased financial burden on those
15who use the gas; and
16 WHEREAS, Governor Pat Quinn has declared a propane
17emergency in Illinois, a first in State history, to try and
18ease the financial strain; this declaration eases driving
19regulations on trucks delivering propane from other states; and
20 WHEREAS, Various federal trucking regulations, most
21notably, weight limits for trucks on roads, limits the amount

1of propane that can be transported, contributing to the current
2shortage and increasing prices; therefore, be it
3 RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL
4ASSEMBLY OF THE STATE OF ILLINOIS, that we urge President
5Barack Obama to temporarily increase the amount of trucking
6weight allowed on the country's interstate highways from 80,000
7to 100,000, in to order ease the propane shortage, and in doing
8so, drive down the price of propane; and be it further
9 RESOLVED, That suitable copies of this resolution be
10presented to President Barack Obama, United States Secretary of
11Transportation Anthony Foxx, and Illinois Propane Gas
12Association Board President Jim Jackson.
