Summary

This Bill defines tobacco substitute to include modern e-cigarettes, and prohibits a person from selling or distributing tobacco substitutes to minors. This Bill further prohibits minors from purchasing or receiving such tobacco substitutes. This Bill is intended to treat a tobacco substitute the same as a tobacco product under Chapter 5, Title 11 of the current Delaware Code. Currently at least 27 states prohibit the sale of e-cigarettes to minors.
