AN ACT
Amending Title 9, chapter 4, article 8, Arizona Revised Statutes, by adding section 9-500.33; relating to municipal sewer systems.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 9, chapter 4, article 8, Arizona Revised Statutes, is amended by adding section 9-500.33, to read:
9-500.33. County island sewer connection; prohibition; state preemption
Notwithstanding any other law, a city or town may not require the owner of a property located in the city's or town's municipal planning area to connect to the city's or town's sewer system if the property is located in a county island as defined in section 11-251.12. The property rights of property owners in this state are of statewide concern. This section preempts all local laws, ordinances and charter provisions to the contrary.
