HOUSE BILL NO. 1106
AMENDMENT IN THE NATURE OF A SUBSTITUTE
(Proposed by the Joint Conference Committee
on March 7, 2014)

A BILL to direct the Joint Commission on Health Care and the Virginia Commission on Youth to review and report jointly on the use of seclusion and restraint in the public and private elementary and secondary schools of the Commonwealth.

Be it enacted by the General Assembly of Virginia:

1. §1. The Joint Commission on Health Care and the Virginia Commission on Youth, in consultation with the Department of Education, shall jointly review (i) statewide policies and regulations related to seclusion and restraint in public and private elementary and secondary schools and (ii) methods used in other states to reduce and eliminate the use of seclusion and restraint in public and private elementary and secondary schools. The Joint Commission on Health Care and the Virginia Commission on Youth shall jointly make recommendations for the modernization of Virginia's policies and regulations related to seclusion and restraint in schools. The Joint Commission on Health Care and the Virginia Commission on Youth shall report their joint findings to the General Assembly no later than the first day of the 2015 Regular Session of the General Assembly.
