Summary
Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to direct the Commissioner of Social Security, at the request of Guam or American Samoa, to enter into or modify an agreement extending the OASDI insurance system (including coverage, at territorial option, under SSA title XVIII [Medicare]) to services performed by employees of such territories.

To amend title II of the Social Security Act to allow voluntary agreements for Social Security and Medicare coverage of employees of Guam and American Samoa.
